
Equity - recognizing that we do not all start from the same place and must acknowledge and make adjustments to imbalances.
Integrity - consistently demonstrating honesty and trustworthiness, and acting with consistency between one's words and actions, even when no one is watching.
Accountability - an obligation or willingness to accept responsibility or to account for one's actions.
Student Discipline: Addressing the current state of student discipline is crucial if the district wants to prioritize opportunities for improvement. While our existing strategies are not meeting expectations, this presents a chance for the district to reevaluate and enhance its approach to ensuring accountability for student behavior.
By equipping our dedicated teachers with the right tools and consistent, positive administrative support, we can empower them to manage classroom disruptions effectively. It is essential to foster a culture where all students are held accountable for their actions fairly, constructively, and in a timely manner.
The current Responsibility-Centered Discipline (RCD) program has led to some talented teachers leaving our district, highlighting the need for immediate change. The district should aim to create a supportive environment that prioritizes both student and teacher well-being. Establishing clear expectations that promote a safe and conducive learning atmosphere for everyone involved is vital.
Student Achievement: Three years after the pandemic, FCPS lags behind most Virginia school districts' student achievement scores. It is essential to close this gap. With only 1 out of 4 city schools accredited in 2025, we must focus on enhancing accreditation, a component of securing state and federal funding.
This school district cannot be successful without addressing the 11% dropout rate, particularly among Hispanic students, and the approximately 27% of students facing chronic absenteeism. FCPS is home to a richly diverse student population: 80% of the students are from minority backgrounds, 36 languages are spoken, 57% are socioeconomically disadvantaged, and 14% receive special education services. A student’s ability to succeed in school starts with belief in their own capabilities. The district has an obligation to explore our current lack of student motivation, teacher retention rates, cirriculum mismatch, limited resources, and lack of purpose. It is no longer good enough to 'provide a quality education that assures opportunity and equity for each student.' The district needs to 'guarantee a high-quality education for lifelong success.' This is a mission that supports a motivated, data-driven school district. Lifelong success is definable, while still being unique to each student.
Providing a positive learning environment entails strong interactions among students, teachers, and administrators. Building effective support systems, ensuring easy access to resources, and implementing innovative teaching methods are key. Establishing clear expectations for students and teachers allows for a focus on long-term growth rather than short-term band-aids. By promoting a culture of collaboration and support at both the central office and school levels, we can enhance our strategies and create a thriving culture for our students. A committed effort to achieve a culture shift will enhance the district experience for everyone involved.
Budgeting Concerns: Public schools are notoriously underfunded on a good day. When the federal government actively pursues shutting down the U.S. Department of Education, it is infinitely worse. No one should pretend that public schools are perfect, however, public schools provide a road map for producing students equipped with the knowledge, skills, and values necessary to become informed, engaged, and productive citizens in a democratic society. Federal guidance for public schools supports a checks and balance system, often absent from private education, and ensures mininum standards at state levels. As the student population has grown in the U.S. the functions the public school serves has evolved. Schools increased students food programs in 1946 with the National School Lunch Act. In 1975, the IDEA Act began the public school's journey into teaching to a child's needs and strengths. As education has increasingly been viewed as a way into higher socioeconmic categories, public schools have taken on the role of resource provider and the hub of many communities. All of these enhancements to public education come at a cost, a cost that is becoming increasingly scarce as public education is scrutinized.
Fredericksburg City Public Schools is facing a significant funding gap, $4.66 million, in 2025. With increased expenditures, there is a new school built that the city could not afford, and less revenue projected, the district needs to find funds that may not be available any time soon. There is also a state funding issue because the state has reclassified (composit index score) Fredericksburg City's ability to afford their own school district. However, composit indexes may not fully reflect the actual economic capabilities of a locality. City staff have also recommended that $3 million be held in reserve from the 2025 budget to account for shortfalls in the 2026 budget. Federal funding cuts have left Virginia scrambling to find $2.4 billion to cover programs such as those for instructors in high-poverty areas, food assistance for low-income students, and teacher training.
Funding defecits need to be addressed now. Clearly, FCPS cannot afford to cut corners in any area that supports the equitability of education or resources. There are going to be very difficult decisions in the near future regarding line item cuts in order to maintain the district's viability. These cuts will require experience in strategic budgeting, transparency, accountability, long-term planning, and student-focused spending. Preserving teacher and support staff roles must remain a priority in budget planning. My first course of action would be to audit all central office positions and determine overlap and the automobility of tasks. The school board should also look at the cost of programs that have proven ineffective. If the return on investment is not there, the program needs to be cut.

FCPS has the opportunity to enhance student discipline and achievement by addressing long-standing challenges. To foster meaningful progress, the School Board can benefit from encouraging public discussion on proposals from the Central Office. Moving beyond the routine 6-0 school board votes can lead to a more dynamic exchange of ideas and perspectives.
Additionally, ensuring that all state recognitions accurately reflect the comprehensive data collected within the district will create a more honest assessment of our progress. By seeking out fresh ideas and strategies, the School Board can break the cycle of applying the same solutions to persistent issues. Emphasizing collaboration and open dialogue can lead to effective, long-lasting improvements that truly benefit our students and community.
When my husband and I moved to Fredericksburg in 2004, we were drawn to the city for its small school district, walkability, and inviting small-town atmosphere. We appreciated the school district's Title I designation, which provides crucial federal funding for schools with a high percentage of students from low-income families. This support not only benefits individual students but also helps create a more equitable learning environment through smaller class sizes, enhanced remediation programs, and access to food.
Over the past two decades, however, challenges are becoming more glaring. We have observed rising levels of disruptive behaviors and bullying, alongside a downward trend in test scores. Importantly, there is a need for more focused funding in high-risk areas of concern. While FCPS has opened three new schools since 2006, we have seen a downward trend in student enrollment. 30% of the Fredericksburg City student population is either attending private, county schools, or being home-schooled. FCPS must ensure that facilities are paired with adequate support for teachers and essential resources to improve student achievement.
Ultimately, school districts are more than just the buildings they occupy. They require dedicated teachers and administrators who receive the necessary support and funding, as well as students who are eager and ready to learn. By working together to address these challenges, we can foster an environment that truly engages and supports all learners.
I am dedicated to fostering accountability among the central office staff, administrative staff, and the school board regarding the current situation in Fredericksburg City Public Schools. My background in speech pathology and special education, along with my experience as a special needs teacher, adult educator, business owner, advocate for my children's education, and as a volunteer in our schools, equips me to collaborate effectively with board members and staff on important district issues.
With over 20 years of experience in contract writing, negotiation, risk management, employee training, public relations, marketing, and budgeting, I bring valuable skills to this role. I am committed to transparent practices and have no conflicts of interest, past, present, or future.
I approach this position as a concerned parent, business owner, and engaged community member. While there are many commendable initiatives in our district, it’s essential to address areas where we can improve. I believe we have an opportunity to embrace positive change and work together towards achieving greater success for our students and community. Our students deserve better than what FCPS currently offers.
Since moving to Fredericksburg in 2004, Sarah and her family have enjoyed all that our itty-bitty city has to offer. Having lived in all four wards, she has a unique perspective on city life and culture.
Sarah and her husband's two children have attended and are currently enrolled in Fredericksburg City Public Schools since 2015. Her son has been diagnosed with Autism Level 2 since 2013. Her son has participated in the Gifted and Talented Program since 2nd grade, and has enjoyed advanced academics and art courses. Their daughter was diagnosed with Autism Level 2 in 2022, at the age of 10. Her children's autism diagnoses require Sarah to actively participate in semi-annual and annual IEP (Individualized Education Plan), 504, and BIP (Behavior Intervention Plan) meetings with teachers and school administrators.
Sarah served as the Hugh Mercer PTA Secretary for the 2018-2019 school year before being asked to lead the Lafayette Upper Elementary PTA. Sarah was President of the Lafayette PTA during the transition from a 3-5 school to a K-5 school. Serving during the pandemic allowed Sarah access to teachers, their struggles with virtual learning, and the difficulty of reintroducing students into the traditional learning environment. Her PTA Presidency ended up lasting 3 years. During that time, Sarah introduced Read-a-Thon to Lafayette Elementary. The student body enthusiastically embraced this new fundraiser, enabling students who cannot receive donations to be recognized for their voluntary reading efforts.
Sarah has owned and operated Nest Realty Fredericksburg, as well as its affiliated real estate businesses, since 2013. With over 20 years of experience in writing and reviewing complex contracts, negotiating, risk management, employee development, public relations, marketing, and budgeting, her business knowledge translates well to any elected board position. Sarah's leadership has culminated in Nest Realty Fredericksburg receiving multiple Best of the Burg wins, as well as being voted Best Real Estate Agents by readers of Fred Parent and Family Magazine. Nest Realty Fredericksburg's official philanthropy is the area schools. Sarah has donated over $65k in teacher and student supplies to FCPS since 2010. She has also donated more than 4000 books to FCPS teachers, classrooms, and students.

As a retired educator with decades of classroom experience, I am writing to offer my full and enthusiastic endorsement of Sarah Stelmok for a seat on the Fredericksburg City Public Schools School Board.
I’ve known Sarah for many years — both as a friend and as the parent of two children I had the privilege of teaching. I’ve also come to know her as a dedicated professional and a strong, intelligent advocate for families in our community. She is a top broker at one of the city’s leading real estate firms, where she works closely with families navigating the realities of school zones, educational options, and community needs. Her professional insights into what families need — and what they expect from public schools — are invaluable.
But beyond her success in business, it is her strength as a parent and advocate that truly sets her apart. Sarah is the mother of two children with special needs, and I witnessed firsthand the immense challenges she faced as she fought for appropriate accommodations. I was deeply disappointed by our local school system’s unwillingness to provide the support her children deserved, despite their clear needs. Unlike many parents, she rose to the challenge — learning the legal framework of special education and becoming one of the most knowledgeable and determined parent advocates I’ve encountered in my career. She and her husband were proactive, informed, and tireless — not just for their own children, but for others facing similar obstacles.
It is this combination of real-world knowledge, personal experience, and unwavering integrity that makes her exactly the kind of leader our school division desperately needs right now. I have watched, with growing concern, as our administrative systems have drifted away from the day-to-day realities of students, families, and teachers. Sarah understands those realities intimately — and she will not be afraid to ask hard questions, insist on accountability, and advocate for solutions that actually work.

I have known Sarah Stelmok for over 15 years. I volunteered with her on the Fredericksburg Jaycees. I worked with and for her in the real estate industry. I also assisted her in advocating for her children' education. I have seen firsthand her dedication to education in all forms.
If you know Sarah you know she loves to teach. I have taken many of her real estate classes and have seen her passion for education shine. That passion also transfers into assisting local schools. As Nest Realty agents, we all contributedto Sarah's Teacher Awards and were overjoyed to put money into the hands of hard-working teachers.

I have had the pleasure of knowing Sarah Stelmok for about 20 years. She has consistently been a champion of our great community and will, without question, work tirelessly to do what is in the best interest of the students, teachers, and community members.
As a parent of two neurodivergent children, Sarah understands the increasingly diverse needs of the students in our community. She is steadfast in her advocacy for all children, giving a voice to our youngest community members.
For many years, Sarah has worked to support educators, both as a former member of PTA organizations in the City of Fredericksburg, as well as through community partnerships with all local school systems. She instituted a program of recognition for local educators wherein community members nominate educators who do an excellent job for recognition of their contribution to their community. Sarah Stelmok has also contributed school supplies and helped meet the needs of our local students, educators, and community. These acts exemplify Sarah's deep connection and commitment to our community.
As a local business owner, Sarah also brings to the table many skills that are valuable in propelling the school system into the future by improving areas of deficit. The needs of our students continuously evolve with the changing times. Special education, student discipline, student achievement, and student funding are major areas of concern for all stakeholders. Sarah provides a fresh perspective and brings new skills to the table. Reading through the other statements of recommendations for Mrs.Sarah Stelmok, one can’t help but be impressed by her kindness, generosity, perseverance, grit, determination, and authenticity. Her words truly match her actions.
I must say, the diplomatic letters of recommendation for Mrs. Stelmok are unparalleled by any other candidate. However, I’m not one to wax diplomatic anymore. I am a retired Special Education Teacher and can speak from the experience of working for Fredericksburg City Public Schools (FCPS). I had the honor of teaching Mrs. Stelmok's child. When I happened to mention not being able to get things for the classroom, the very next day, my room was filled with everything I had mentioned in passing. It wasn’t much later, I became familiar with her “Shopin' Pop-ins”: Mrs. Stelmok would drop off boxes and boxes of classroom supplies and gifts for the students, clasp her hands, tilt her head, smile, and go on about her day. Every year, she would check in on us to see if we needed anything, and then she would make certain we would get it. One year, I walked into a fully decorated classroom. On her own time and with her own money, she unselfishly created an incredible learning environment for other people's children. Never in my 20 years of teaching had a parent been so absolutely understanding of the needs of teachers and students.
Now, I will venture outside the diplomatic metrics to speak with truth and urgency about the serious issues facing the FCPS system. Changes needed within FCPS are immediate and critical. Considering the condition of the schools, the top-heavy administration, the overwhelming lack of qualified teachers at any grade level in any subject, and the numerous unqualified and unnecessary ‘create-a-position for retirement’ administrators promoted by “buddy or blood” and not by qualifications or need being subsidized with your tax dollars is it a mystery that FCPS is among the lowest-performing schools in the state? Time is truly of the essence. This is YOUR child’s future you are voting for, and Mrs. Stelmock will fight for everything they deserve.
The definition of insanity is doing the same thing over and over again, expecting a different outcome. It is time to put an end to the rubber-stamped cycle of dysfunction that continues to permeate all aspects of your children's education. Your children are the future and should be given the respect their development and education deserve. It’s time to put an end to the endlessly repetitive cycles of failure.
Mrs. Stelmok is the unbreakable powerhouse the FCPS system desperately needs to push through logical, fair, and appropriate initiatives and policies. She has fought for higher educational standards for her own children, and she will fight for yours with the same dedication and perseverance. She has taken on the entire FCPS system more than once and has walked away a winner each time. During the past 3-4 years, I’ve had the pleasure of becoming very friendly with Sarah Stelmok. My name is Sarah Gormley, and I have been a resident of Ward 3 for close to 30 years. I have watched The Fredericksburg City Schools grow and change. Many of the changes have not been for the better; the school system is not what it used to be.
We need a proven leader. I believe that leader is Sarah Stelmok. I have known Sarah for roughly 25 years and have always been impressed with her leadership and her " do what is right” attitude. She is a successful business owner and mentor who possesses the skills required to serve on a school board, including reviewing all aspects of contracts and addressing risk management. She will not sit back and withhold her experience.
She is also very supportive of all the schools in the area. In the past years she has supported the schools by giving away $100.00 to teachers that have been nominated by the community for Nest Realty's $100 for 50 event. I have watched her navigate her children through many school challenges and she has always made the right choice. She is pro public education and will be a breath of fresh air on the school board.

School board decisions effect our children’s lives on a daily basis. Which is why choosing a candidate with the right experience is of the utmost importance.
One group that often gets over looked in school board meetings is the growing special needs population. I am an autism mom and childcare professional of 25 years. I have watched first hand as Sarah has stood up for the rights of her own special needs children. Blazing a pathway for other special needs families in Fredericksburg. In this election her passion for advocacy is ABSOLUTELY UNMATCHED!!! If the rights of special needs students are important to you then Sarah Stelmok is the right choice.
Politics do not belong in our schools. Schools should be neutral ground where EVERY child’s needs are met regardless of their background. One thing I like best about Sarah is she has not sought out a political endorsement but has instead reached her hand out to people from both sides of the isle. Encouraging discussion and compromise. This is the kind of energy the Fredericksburg school system needs to
meet the challenges of the future.
