Fredericksburg City Public Schools are the
5th Worst School District in Virginia.
We cannot be distracted by politicking or baseless noise. Too much is at stake. We need to focus on facts, integrity, and what's best for the student's of Fredericksburg. The challenges Fredericksburg City Public Schools face are not simple to fix. Years of missteps and inaction won’t be undone with slogans or surface-level solutions. It will take tough decisions, accountability, and relentless hard work to turn this district around. While I didn’t graduate from FCPS, my children will. I’ve spent more than 20 years investing in it—as a parent, volunteer, business owner, and advocate for our teachers and students. I have spent 1000+ hours volunteering in our schools, donated more than $75,000 to our schools, teachers, and student resources, and donated more than 4000 books to FCPS teachers, classrooms, and students. My perspective is shaped not by the past - the way things have always been done, but by a deep commitment to helping Fredericksburg’s schools meet the needs of every child in the present and the future.


Student Discipline
Improving student discipline is essential to creating a productive learning environment. Current strategies are falling short, but this is an opportunity to reset expectations and strengthen accountability.
Teachers need clear support from administration to manage disruptions effectively. Consistent, positive backing helps teachers maintain order and focus on learning. Discipline must be equitable, constructive, and timely.
The current Responsibility-Centered Discipline (RCD) program has driven away talented teachers — a clear signal that change is needed. The district must build a system that values both teacher and student well-being, with clear, consistent expectations that promote safety and respect in every classroom.
Student Achievement
Three years after the pandemic, FCPS still trails most Virginia districts in academic performance. With only one of four schools accredited in Y2025-2026, closing this gap must be our top priority.
We can’t ignore our 11% dropout rate — especially among Hispanic students — or the 27% of students who are chronically absent. FCPS serves a diverse student body: 80% minority, 57% economically disadvantaged, 14% receiving special education, and speakers of 36 languages. Our students deserve more than opportunity — they deserve guaranteed success.
That means tackling low motivation, teacher turnover, curriculum misalignment, and limited resources head-on. The district’s mission must evolve from providing quality education to guaranteeing it. A student-centered culture—one that uses data wisely and leads with compassion, focused on lifelong success -will raise expectations and outcomes for every student.
True progress starts with strong relationships between students, teachers, and administrators. By building support systems, improving access to resources, and adopting innovative teaching methods, we can shift from short-term band-aids to long-term growth. Collaboration and accountability — at every level — will drive the culture change FCPS needs to be successful in the classroom.
Fiscal Accountability
Fredericksburg City Public Schools faces a financial crossroads. The FY26 budget totals $65.2 million, but uncertainty looms over key state and federal funding. If those dollars don’t come through, classrooms — not contracts — will bear the burden.
Despite funding risks, spending priorities remain misaligned. The district spent $325,000 for legal services in Y2024— excessive for a five-school district — while classrooms continued to lack basic resources. $1.1 million goes to consultants and outside contracts, with little proof of results. Central office positions continue to expand, many earning $70,000–$100,000+, while teachers struggle with inadequate support.
Professional development and travel exceed $450,000, yet there’s minimal accountability for outcomes and there are few teachers benefiting. The budget includes vague “miscellaneous” categories that obscure transparency.
This pattern is clear: administrative growth and outside spending have taken precedence over classroom needs. To restore trust, the School Board must tighten oversight, demand measurable results from every expenditure, and ensure resources directly benefit students and teachers.
Strong schools start with smart budgets — and Fredericksburg deserves both.

Building Accountability and Opportunity in FCPS
FCPS has a real opportunity to improve student discipline and achievement by confronting long-standing challenges head-on. To make meaningful progress, the School Board must encourage open discussion on Central Office proposals and move beyond routine 6-0 votes. Genuine debate leads to stronger ideas and better results.
The district should also ensure that all state recognitions reflect accurate, comprehensive data. Honest evaluation helps identify what’s working—and what isn’t. By welcoming fresh perspectives and prioritizing collaboration, FCPS can break the cycle of repeating old solutions and instead create lasting, effective change that benefits every student.
When my husband and I moved to Fredericksburg in 2004, we were drawn to the city’s walkability, small-town feel, and compact school district. We valued the district’s Title I designation, which helps provide smaller classes, academic support, and food security for students in need.
Two decades later, however, challenges have become harder to ignore. Disruptive behavior and bullying are on the rise, while test scores have declined. Even as FCPS has opened three new schools since 2006, enrollment has dropped—and roughly 30% of city students now attend private, county, or home schools. New facilities alone are not enough; they must be matched with strong teacher support, targeted funding, and resources that drive student success.
A successful school district is built on more than buildings—it requires dedicated teachers, empowered administrators, and engaged students. By working together, we can create an environment that supports every learner and restores confidence in our public schools.
I’m committed to holding the Central Office, administration, and School Board accountable for improving outcomes in FCPS. My background in speech pathology, special education, and teaching—combined with two decades of experience in contract negotiation, risk management, professional development, marketing, and budgeting—prepares me to collaborate effectively and drive transparent, results-oriented change.
I approach this role as an FCPS parent, business owner, and community advocate. While FCPS has many strengths, it’s time to address where we’re falling short. Our students deserve a school system that meets their needs, reflects our community’s values, and prepares them for lifelong success.

I must say, the diplomatic letters of recommendation for Mrs. Stelmok are unparalleled by any other candidate. However, I’m not one to wax diplomatic anymore. I am a retired Special Education Teacher and can speak from the experience of working for Fredericksburg City Public Schools (FCPS). I had the honor of teaching Mrs. Stelmok's child. When I happened to mention not being able to get things for the classroom, the very next day, my room was filled with everything I had mentioned in passing. It wasn’t much later, I became familiar with her “Shopin' Pop-ins”: Mrs. Stelmok would drop off boxes and boxes of classroom supplies and gifts for the students, clasp her hands, tilt her head, smile, and go on about her day. Every year, she would check in on us to see if we needed anything, and then she would make certain we would get it. One year, I walked into a fully decorated classroom. On her own time and with her own money, she unselfishly created an incredible learning environment for other people's children. Never in my 20 years of teaching had a parent been so absolutely understanding of the needs of teachers and students.
Now, I will venture outside the diplomatic metrics to speak with truth and urgency about the serious issues facing the FCPS system. Changes needed within FCPS are immediate and critical. Considering the condition of the schools, the top-heavy administration, the overwhelming lack of qualified teachers at any grade level in any subject, and the numerous unqualified and unnecessary ‘create-a-position for retirement’ administrators promoted by “buddy or blood” and not by qualifications or need being subsidized with your tax dollars is it a mystery that FCPS is among the lowest-performing schools in the state? Time is truly of the essence. This is YOUR child’s future you are voting for, and Mrs. Stelmock will fight for everything they deserve.
The definition of insanity is doing the same thing over and over again, expecting a different outcome. It is time to put an end to the rubber-stamped cycle of dysfunction that continues to permeate all aspects of your children's education. Your children are the future and should be given the respect their development and education deserve. It’s time to put an end to the endlessly repetitive cycles of failure.

I first came to Fredericksburg in the fall of 2000 as a freshman at Mary Washington College. At the time, all I knew was that it was a beautiful town with a gorgeous campus. It didn’t take long for me to fall in love with the people, the community, and the sense of belonging that I found here. Unlike the fast-paced Northern Virginia lifestyle I grew up with, Fredericksburg felt like a place where neighbors still waved hello, where people cared, and where the pace of life encouraged connection.
Over the past 25 years, Fredericksburg has undergone significant growth and change. Traffic is worse, life feels busier, and modernization has left its mark. Yet at its core, this is still the same “small-big town” I fell for—a place defined by its people.
In 2007, when I switched careers to real estate, I met Sarah Stelmok. At the time, she was serving on a young professionals committee with our Realtor Association, and she immediately stood out. Sarah took me under her wing, pushed me to grow, and showed me what it means to give 110% to everything you do. That spirit has carried through every role she’s taken on—whether as a professional, a parent, or now as a candidate for school board.
I’ve seen firsthand how deeply Sarah invests in people. When she became a mother, she fully embraced that role. I even trusted her with my own child, nanny-sharing for the first 14 months of his life. That’s the kind of trust Sarah inspires—because you know she’ll treat your child with the same care and commitment she gives her own.
I’ve also seen Sarah fight fiercely when systems fail to protect children. I cleared my schedule to sit beside her during hearings that no parent should ever have to endure—long days where her child was unfairly characterized by a system more concerned with appearances than with helping students grow. I knew this child from before he was born, and what I saw in those hearings was not the boy I love. It was a child who had been broken by a system unwilling to meet his needs. Sadly, I’ve seen the same happen with her daughter, too.
Fredericksburg City Schools, from my perspective, have too often glossed over the unique children—the ones who don’t fit neatly into the mold of “success.” But Sarah has never turned away from those children. She has stood up for them, supported them, and fought for their right to be seen.
That’s why I believe in Sarah’s candidacy. She won’t just advocate for students who are already thriving. She will fight for those who need help, the ones who fall through the cracks, and the ones whose families lack the resources to navigate the system. Sarah will be their voice. Since moving to Fredericksburg in 2004, Sarah and her family have enjoyed all that our itty-bitty city has to offer. Having lived in all four wards, she has a unique perspective on city life and culture.
Sarah and her husband's two children have attended and are currently enrolled in Fredericksburg City Public Schools since 2015. Her son has been diagnosed with Autism Level 2 since 2013. Her son has participated in the Gifted and Talented Program since 2nd grade, and has enjoyed advanced academics and art courses. Their daughter was diagnosed with Autism Level 2 in 2022, at the age of 10. Her children's autism diagnoses require Sarah to actively participate in semi-annual and annual IEP (Individualized Education Plan), 504, and BIP (Behavior Intervention Plan) meetings with teachers and school administrators.
Sarah served as the Hugh Mercer PTA Secretary for the 2018-2019 school year before being asked to lead the Lafayette Upper Elementary PTA. Sarah was President of the Lafayette PTA during the transition from a 3-5 school to a K-5 school. Serving during the pandemic allowed Sarah access to teachers, their struggles with virtual learning, and the difficulty of reintroducing students into the traditional learning environment. Her PTA Presidency ended up lasting 3 years. During that time, Sarah introduced Read-a-Thon to Lafayette Elementary. The student body enthusiastically embraced this new fundraiser, enabling students who cannot receive donations to be recognized for their voluntary reading efforts.

Sarah has owned and operated Nest Realty Fredericksburg, as well as its affiliated real estate businesses, since 2013. With over 20 years of experience in writing and reviewing complex contracts, negotiating, risk management, employee development, public relations, marketing, and budgeting, her business knowledge translates well to any elected board position. Sarah's leadership has culminated in Nest Realty Fredericksburg receiving multiple Best of the Burg wins, as well as being voted Best Real Estate Agents by readers of Fred Parent and Family Magazine. Nest Realty Fredericksburg's official philanthropy is the area schools.
